Aid agencies often acknowledge their past failures and are recently trying to associate themselves with market-based approaches. There has been a shift in thinking in development circles and now ‘there is a consensus among development agencies on the need to move towards more market-based and sustainable approaches to providing support to firms’ (OECD, 2006: 27).
