This is not surprising because they were evolved at a time when the prevailing political philosophy was that government expenditure should be minimised: the government was expected to spend the minimum necessary to provide for defence, secure law and order, service the national debt, give basic poor relief and not much else. Thus the question of the "social balance" and of the relative claims of competing departments hardly arose. The recent developments, centred on the Plowden Report, have been concerned with methods for the better attainment of the first three objectives.

But the traditional methods offer no adequate basis to achieve the first two objectives.
